The draft Code is too weak and contains significant loopholes

In its current form, the draft Code risks failing to protect workers or deliver high-quality  public services. Stronger safeguards are needed, with tighter rules on staff transfers and guaranteed access to public sector pensions to prevent the creation of two-tier workforces.
