We support a more progressive system that shifts the tax burden towards higher-value properties. However, the scale of the change is enormous, putting more pressure on staff local authority who are already over-stretched. 

Reform of council tax alone won't address the financial crisis facing Welsh councils. Significant investment and a wider review of how local government is funded is also needed, otherwise councils will struggle to meet community needs.
