Clauses do not go far enough in delivering fair treatment and outcomes

Stronger requirements are needed on equality, including mandatory reporting on gender, race and disability pay gaps. Guaranteed paid time for training during working hours would also improve workforce skills. We concluded that targeted improvements are needed for the clauses to ensure public procurement delivers high-quality jobs and fair treatment for workers.

The Welsh Government consultation on draft Social Public Works Clauses under the Social Partnership and Public Procurement (Wales) Act 2023, ran from 24 November 2025 to 19 January 2026.
